Job Duties

General Requirements - Analyzes and compiles statistical data to determine the feasibility of making or buying products and to establish price objectives for contract transactions. Tracks data and information to keep informed on price trends and manufacturing processes. Confers with buyers and suppliers and analyzes supplier operations to determine factors that affect prices. Prepares reports, charts, and graphs of findings. Evaluates findings and makes recommendations to the purchasing function regarding feasibility of manufacturing or buying needed products.

 


Skills / Knowledge

Performs cost and price analysis when requested and available in accordance with Federal Acquisition Regulation for any orders potentially in excess of the cost and pricing data threshold. Is the primary point of contact for Government assist audits and other analysis related issues between the L-3 MID buying community, the Defense Contract Audit Agency (DCAA), and the Defense Contract Management Agency (DCMA) and maintains an appropriate degree of knowledge regarding the Federal Acquisition Regulations, the Defense Federal Acquisition Regulation Supplement (DFARS) and the Defense Contract Audit Agency audit procedures.


Participates in supplier fact-finding and negotiation sessions as required. Confers with suppliers and analyzes supplier operations to determine factors that affect prices.


Reviews and approves price analysis on procurements in excess of $700K. Supports price analysis on proposals under the cost and pricing data threshold when requested and available to do so. Provides expert advice to procurement team leads in matters regarding price analysis and negotiation strategy. Acts as the Integrated Supply Chain point of contact for requesting technical evaluations of supplier proposals from appropriate engineering and program management personnel.


Prepares reports supporting cost analysis and negotiation projections, as appropriate in support of the General Purchasing and Depot Operations.. Maintains currency in regulations and appropriate skill sets to perform complete analysis of suppliers overhead and labor rates to the same degree of accuracy as would the DCAA. Performs audits of supplier rates and factors when the supplier approves total access to accounting records and time does not permit use of Government Audit assets. Maintains the highest level of ethical standards, in accordance with L-3 MID directives.


 

Additional Information

Bachelor's Degree in finance and/or accounting and 4-6 years of directly related experience is required or 12-14 years of directly related cost/price analysis experience in the defense industry may be substituted for educational requirements.
